Head of the Center for Positive/Empirical Analysis of Political Economy
2014年度から10年間の補助を受けて継続してまいりました実証政治経済学拠点は、2023年度が最終年度となります。それ以前の21世紀COE、グローバルCOE以来の教職員・大学院生の努力の結果、本学術院は政治学と経済学が融合する政治経済学の国内随一・ワールドクラスの研究教育拠点としての地位を築き上げてきたと自負しております。
私が政治学と経済学が融合していると考える最大の理由は、研究方法が共有されつつあることです。ゲーム理論を中心とした理論モデル、統計的因果推論、実験（サーベイ・フィールド・ラボラトリー）は、政治学者も経済学者も自分の興味に応じて当然のように使いこなしています。また、これらの手法は絶えず進化していくので、その進化についていくためには、国内外を問わず、各手法の第一人者に教えを受けなければなりません。
このため、本拠点は国際性を重視しています。海外から多くの研究者を招き授業やセミナーなどを行っていただくと共に、本拠点から多くの研究者を海外の研究機関に派遣し、トレーニングを受けたり、研究成果の発表を行ったりしています。このように、本拠点をホームにする研究者は、早稲田にいながら世界とつながっています。
本拠点の当面の目標は、2023年度までのSGU事業を無事に着陸させること、それ以降の本拠点の新たな離陸に向けて準備することです。ご関係の皆様からのご支援ご鞭撻のほどよろしくお願いいたします。
The academic year of 2023 will be the final year for the Center for Positive/Empirical Analysis of Political Economy, a research unit established in 2014 under the 10-year Top Global University (Waseda Goes Global) project. Through the former research units such as the Center of Excellence Program for the 21st Century and the Global Center of Excellence Program, as well as through the current project, our faculty, staff and graduate students have made great efforts to bring us about an exceptional, world-class research and education hub for political economy, where political science and economics are soundly merged.
The biggest reason I think that political science and economics would merge is that more and more research methods in various fields are being shared among scholars these days. Currently, theoretical models centered on game theory, statistical causal inference, and experiments (survey, field, laboratory) are naturally used by both political scientists and economists according to their own interests. Since these methods are constantly evolving, it’s crucial that we keep learning from leading experts from in and out of Japan in order to keep up with the evolution for each method.
For this reason, we value international exchange. In addition to inviting many researchers from overseas to give lectures and seminars to the students at Waseda, we also send out our students to overseas institutions to receive training as well as to present their research results abroad. The researchers/students based in the Center for Positive/Empirical Analysis of Political Economy are connected to the world while staying at Waseda.
The current goal of our research unit is to successfully land the TGU project by 2023, and to prepare for a new takeoff of the unit thereafter. We appreciate your support and encouragement from everyone involved.
当拠点は、2014年に文部科学省「スーパーグローバル大学創生支援」に採択された「Waseda Ocean構想」の下、政治経済学分野に重点をおく教育・研究の拠点として形成されました。過去に採択された21世紀COEプログラム「開かれた政治経済制度の構築」(リンク)とG-COEプログラム「制度構築の政治経済学」(リンク）における理念と成果を継承し、政治学と経済学のさらなる方法論的融合および理論的融合を目指しています。ゲーム理論を用いた理論分析、実験的手法を用いた実証分析、データサイエンスに基づいたビッグデータ解析など、政治学者と経済学者が分析手法を共有し、国際的に研究成果を発信しているメンバーによって構成されています。また、国内外における様々な学問分野の研究者らとの教育・研究交流を通じ、人類社会の様々なニーズに応えうる政治経済制度の構築および政策の形成を科学的な根拠に基づいて提案し、地球社会の未解決の課題に挑戦する人材の育成を目指しています。
世界最先端の教育・研究の機会を提供する主な活動として、エセックス大学との複合学位プログラム（学士＋修士）の開始、スタンフォード大学など海外有力大学から招聘した教員による正規科目の開講、エセックス大学とのサマースクール＠早稲田の共催などがあります。また、多くの拠点メンバーが国際学会の役員や国際学術誌の編集委員などを務めることで、国際的なプレゼンスも向上しており、国際共同研究の件数も15件（2014年度）から52件（2019年度）と大幅に増加しています。さらに、産学連携の取り組みとして、データサイエンス・コンペティションなどを民間企業と連携して開催しています。
This center provides and facilitates the world’s top-level education and research in political sciences and economics under the Waseda Goes Global Plan funded by the Japanese MEXT Top Global University Project. The center develops internationally active scholars in political sciences and economics who challenge global-scale social issues and propose evidence-based solutions by designing government policies and political/economic institutions. These scholars share common analytical tools such as game theory, experimental methods, and big data analysis.
To provide the world's top-level education and research opportunities, we, for example, provide a combined degree program (Bachelor's + Master's degree) with the University of Essex, offer courses taught by researchers from the world’s top universities such as Stanford University, and organize Essex Summer School @ Waseda. In addition, many center members serve as board members for international academic associations and editorial board members for international academic journals. These endeavors have enhanced our international presence. The number of international research collaborations has increased substantially from 15 in 2014 to 52 in 2019. Furthermore, as an industry-academia collaboration, we organized a data science competition for students collaborating with private companies.
